Firefly Studios公司的领导人“Simon Bradbury”先生说，它们过去曾经开发过《凯撒大帝》这款系列游戏，因此为制作《CivCity: Rome》积累了很多成功的经验。不过开发中也得到了2K Games游戏公司的大力协助，游戏背景设置在一个古老的罗马城镇之中，表面上看起来确实象一座“文明城市”，这座城市就好似来自深受大家喜爱的《文明》这款系列大作。
通常情况下，观察市民的面部表情就可以判断人口数量是应该增加，或者是进行缩减。如果你点击这个图表的话，屏幕上就会显示更加详细的解释说明，这个时候也能使人快乐，或者出现悲哀的表情。
　根据人口数量的不同，每一个房间都需要支付一定的税收，最好让少量的人们居住在里面。当人们停止工作的时候，就可以根据自己需要来到集市上进行商业活动。人们有很多必需的日常物质，比如水资源，食物，宗教信仰等。你可以设置一个恰当的时间，让人们具有轻松时刻来改善房间的布置，或者进行忙碌的工作来美化你的城市。住宅处需要许多重要资源，那样就需要支付更高税金。点击一下房间，就可以看到所需资源的详细列表。

比如说，道路的质量改进了，就可以提高行使速度。甚至改良的多条道路还能够改进作战动作速度，让人们更加快速地找到自己所需要的东西。这样一来，就意味着它们的房屋也将会不断快速提升，从而增加你的收入。城市中的建筑物有上百种，比如角斗士学校，圆形剧场，军事堡垒和武器制造厂等。当你得到更多的战利品时，就可以给人们提供更好的文化娱乐。可想而知，这样的作战是非常有趣的。
